It has been revealed that 19 out of the top 25 dirtiest cities in India are located in the state of West Bengal as per a cleanliness survey conducted by the union housing and urban affairs ministry.
The list of cities in West Bengal in the top 25 dirtiest cities includes Darjeeling, Siliguri, Serampur, Madhyamgram, North Barrackpore, Bankura etc. They fared extremely poorly on the scale of sanitation indicators like waste collection, processing and disposing of solid waste, open defecation etc.
The Swachh Survekshan 2018 surveyed 4203 Urban Local Bodies from municipal corporations to Nagar panchayats and cantonment boards across the country between January 4 and March 10.
Among the cities, Indore is the cleanest — second year in a row — followed by Bhopal and Chandigarh. The PM also gave away the award to the cleanest states and cities at a function.
Earlier the ministry released the winners of 2018 Swachhata Sarvekshan but did not reveal the names of dirtiest cities.

How the Survey Was Conducted
For this project, over 2700 assessors from Karvy Data management services Limited visited over 4203 Urban Local Bodies as a part of the survey which was conducted between January and March, taking around 66 days in total.
The cities were divided on the basis of six parameters, including:
- Collection of municipal solid waste
- Transportation of municipal waste
- Processing of the waste
- Disposal of the waste
- Sanitation-related progress
- Innovation and best practice
Further, the ministry did quality check on these cities by giving weightage in the cleanliness survey as per the following factors.

West Bengal has participated in the clean survey for the first time this year. The survey found that the collection of urban wastes like Darjeeling, Siliguri, Serampore, Madhyamgram, North Barrackpore, Bankura of Bengal are on the lower run due to open toilets. This survey was conducted in 4203 municipal areas across the country. This report was released on Saturday by PM Modi. Apart from this, the most dirty four states of the country include West Bengal, Nagaland, Puducherry and Tripura.
Indore was rewarded as the cleanest city in the country. Bhopal and Chandigarh won the prizes for the second and third positions in this category respectively. Jharkhand topped the list of best performing states in the Clean Survey -2018. In this category, Maharashtra and Chhattisgarh remained second and third respectively.
