It seems like the video is of Kanimozhi’s Gram Sabha event that took place 27th February. Kanimozhi, through her official twitter handle had shared several images of the event.

The attire of Kanimozhi appears to be same in the pictures shared by her and in the viral video. However, DMK sources are yet to come up with any reactions or explanations to the viral video.
It is a common practice in Tamil Nadu to distribute money before the elections. Even in past, several parties were caught indulging in such acts to win over the voters. With just a couple of months to go for the general elections, Kanimozhi’s brother and current Supremo of the DMK, MK Stalin is also going around holding similar local level meetings across the state.
Muthuvel Karunanidhi Kanimozhi, is the daughter of former DMK Supremo and Tamil Nadu Chief Minister, M Karunanidhi. In recent years she has jumped the ranks to become one of the top faces in the party, something many believe she achieved through unwavering support to her brother, MK Stalin.
DMK is preparing to contest the upcoming general elections in alliance with the Congress party. They would be up against an alliance of current ruling party of the state AIADMK, current ruling party at centre BJP, and PMK. The contest in Tamil Nadu, is being anticipated to be one of the most interesting electoral battle.
